Приведены обобщенные результаты обследования здания Дома Советов (г. Калининград) – уникального «долгостроя», строительство которого было начато в 1970 г. Обосновано ограниченно работоспособное состояние здания с элементами аварийности. Причины дефектов и повреждений обусловлены низким качеством строительно-монтажных работ, отсутствием консервации объекта и длительными воздействиями морского климата на строительные конструкции; вандальными действиями из-за отсутствия охраны объекта; повреждениями конструкций вследствие попыток проведения реконструкции объекта промежуточными собственниками с нарушением требований строительных норм.

The article summarizes the results of the survey of the building of the House of Soviets - a unique long-term construction with the start of building in 1970. The limited operable condition of the building with accident elements is justified. The causes of defects and damages are due to the low quality of construction and installation work, lack of conservation, long-term climatic effects of the marine climate on building structures; vandal actions due to the lack of security of the facility; damage to structures due to attempts to reconstruct the facility by intermediate owners in violation of building standards.
